Yes considering he has been a head coach that has taken his team and won a Super Bowl and created offense game plans that got the best out of 3 different QB's (Wentz when not hurt,Foles and Hurts) so I believe he could do the same with Herbert. Knows how to manage a clock , not afraid to go for it on 4th and short.
